The Herald Group Names Steve Rice Senior Vice President to Lead Grasstops and Field Operations
WASHINGTON, D.C., — The Herald Group (THG) today announced that Steve Rice has joined the firm as Senior Vice President, overseeing its grasstops and 50-state field operations.
Rice brings more than two decades of experience developing and executing sophisticated public affairs campaigns that mobilize influential stakeholders, build bipartisan support and advance policy objectives at the federal and state levels
His appointment reflects The Herald Group’s continued investment in its longstanding, integrated approach to strategic communications and advocacy, bringing together national strategy, state-level expertise and on-the-ground engagement grasstops.
“Looking ahead to 2027, we anticipate a growing need for grasstops advocacy and field operations, particularly as a new Congress takes shape and the prospect of divided government creates new challenges for advancing policy priorities,” said Matt Well, Founding Partner at The Herald Group.
“With a significant class of new members entering Congress, organizations will need to build relationships and demonstrate support beyond Washington. Grasstops and field engagement have long been central to our approach, and Steve brings the experience and nationwide network to strengthen these efforts at a critical time,” Well said.
In his new role, Rice will oversee and further strengthen THG’s integrated grasstops program and nationwide field team, leveraging the firm’s established network of field teams to support clients navigating complex legislative, regulatory and reputational challenges.
“Successful advocacy requires understanding how decisions are made in Washington, and who has the credibility to shape those decisions at the state and local levels,” said Steve Rice, Senior Vice President at The Herald Group. “THG has an established foundation in grasstops and field advocacy, and I’m excited to build on that strength. As the political landscape continues to evolve, our focus will be on helping clients activate the right voices, build durable coalitions and turn strategic engagement into meaningful policy outcomes.”
Most recently, Rice served as Managing Director for the Cleaner Economy Coalition and Americans for Carbon Dividends, where he mobilized conservatives and other nontraditional influencers in support of clean energy policies aimed at strengthening American competitiveness.
Previously, Rice served as Director of Political Mobilization at Boeing, where he established an in-house program to engage the company’s extensive network of internal and external stakeholders on public policy priorities. He also held Senior Vice President positions at Mercury Public Affairs and DDC Public Affairs, specializing in grasstops campaign strategy and implementation for corporations and trade associations across a broad range of industries.
Earlier in his career, Rice spent a decade managing political campaigns throughout his home state of California, including local ballot initiatives, congressional races and statewide campaigns. He was based in Sacramento with McNally Temple Associates.
